so if i'm drawing a comic strip, is there any universal way to portray someone that's high? like, a cloud of smoke over their head, bloodshot eyes, some sort of little distinguishing symbol? i'm not really sure. give me suggestions.

You have to make little marks that makes it look like they are shaking or wobbling. You could go the cheap way and just draw a pot leaf on their shirt.

or you could go the even easier route and draw a joint in their mouth...
I would go for the bloodshot eyes....with little "tired eye" lines underneath the eyes.......with the joint in the mouth...that will get the point across to even the dumbest of people.

you could do just the half-closed eyes look. or maybe have them say "...man" alot. either way it works.

i would agree with this. with the umm you know in their mouth or not. i start my comics class tomorrow i would ask but i don't plan on drawing anything like that. if we get to draw whatever i'm only drawing robots. and i'm going to make a comic about a robot and a skelleton.
